Giving the rank of Cabinet Minister to Indian High Commissioner Dinesh Trivedi in Bangladesh is not just an administrative decision but is being considered an important diplomatic signal. Through this step, India has tried to send a message to Bangladesh that New Delhi is viewing its relations with Dhaka with utmost seriousness and priority.
This decision of the Central Government does not mean that the permanent arrangement of the Indian Mission or the post of High Commissioner in Bangladesh has changed. This is mainly a decision to protocol and respect received in formal programs.
Getting a cabinet rank for a diplomat of the country means that he will be given the same protocol as a cabinet minister in many government and formal events. Generally, the position of a foreign ambassador or high commissioner in a country is decided in the ‘Table of Presidency’ i.e. the official seniority list.
After attaining cabinet rank, the High Commissioner can get a higher level of respect and access to events involving the President, Prime Minister and top government officials. This raises the level of dialogue and direct and effective discussion on bilateral issues can become easier.
After the political changes in Bangladesh, relations between India and Bangladesh are going through a new phase. At such a time, New Delhi wants to signal that it does not want to weaken but strengthen its relations with Dhaka.
For India, Bangladesh is not just a neighboring country, but a very important strategic partner. There are many issues between the two countries like trade, energy, security, border management, connectivity and regional cooperation. By granting cabinet rank, India has indicated that its representation in Bangladesh has priority above the normal diplomatic level.
The appointment of Dinesh Trivedi is also being considered an important part of this decision. He is not a traditional Indian Foreign Service (IFS) officer, but an experienced politician and former Union Minister.

Giving such a status to a diplomat is not a completely new step. Earlier too, in some special circumstances, India has given cabinet rank to its senior representatives. For example, Dr. L., who was the Indian High Commissioner to Britain. M. Singhvi was also given cabinet rank. However, this is not a common practice and is done in countries or circumstances of special importance.
The biggest message behind this decision is believed to be that India wants to give a strong basis to relations with Bangladesh again. India wants to convey that it gives an important place to Bangladesh in regional stability, economic cooperation and neighborhood policy. It is also a message that despite any differences between the two countries, the path to dialogue and partnership will remain open.
Getting cabinet rank will give the Indian High Commissioner the opportunity to have more effective dialogue in Bangladesh. This can ease access to high-level meetings and help in taking faster decisions on important issues. This step is a symbolic and strategic decision. By strengthening the position of its High Commissioner, India has indicated that relations with Bangladesh hold an important place in its foreign policy.
