Delhi Pollution Action Plan: Delhi Govt A ‘master plan’ has been announced to tackle winter pollution. Under this scheme, permanent rules will be in force from November 1 to February 28. A permanent strategy has been adopted to overcome winter pollution; This includes banning demolition and civil construction works from November 1 to January 31. Additionally, 50% for office workers from 1 November ‘work-from-home’ Mandatory rules and doubling of parking charges will apply.

Everyone’s participation is necessary – Chief Minister

The Delhi Chief Minister’s Office said the government has tightened measures to curb winter pollution. The rule that vehicles without valid PUC (Pollution Under Control) certificate will not be given fuel will remain in force throughout the year. Chief Minister Rekha Gupta emphasized that everyone’s participation is very important to keep Delhi clean and healthy.

There is no need to issue a separate order every year – Chief Minister

Delhi Chief Minister Rekha Gupta mentioned that air quality deteriorates during winter. Statistics from the last few years show that pollution levels increase between November and February. The Chief Minister said that keeping this in mind, a permanent solution has been prepared for Delhi, which will eliminate the need to issue separate orders every year. He added that the notification has been issued based on a detailed study and air quality data.

What do air quality statistics show?

Between November 1 and February 15 in the years 2023-24, 2024-25 and 2025-26, Delhi’s average AQI (Air Quality Index) was between 312 and 342. The highest AQI level recorded during this period was between 461 and 494. Chief Minister Rekha Gupta said that to prevent pollution caused by vehicles, only vehicles with valid PUC certificate will be given fuel (petrol, diesel and CNG). He also warned that strict action would be taken against vehicles coming to refuel without a valid PUC certificate.
