Patna : Revenue and land reforms department secretary Jai Singh on Tuesday directed circle officers (COs) to personally identify and rectify incomplete and erroneous jamabandi records on a Halka-wise basis, without waiting for applications from landholders. The department has already supplied lists of such records to the circles, and officials have been asked to use available original records to complete the exercise by Oct 31.




The instructions were issued during a review meeting with COs from Bhagalpur , Rohtas and Nawada districts. Singh said the special campaign, launched from Sept 15 to Oct 31, was aimed at updating every incomplete jamabandi and correcting errors in existing records. The department has separately issued a Sept 15 circular for conducting the jamabandi update and inheritance mutation campaign in mission mode.




Singh said COs must not depend solely on applications submitted by raiyats. Revenue officials should visit Halka areas and obtain necessary documents wherever required, while relying on original records for verification. He also directed COs to proactively initiate inheritance mutation in cases involving deceased jamabandi holders. With assistance from panchayat secretaries and sarpanchs, family trees should be obtained and the names of all legal heirs incorporated where no mutual partition has taken place.




The secretary further directed COs to personally monitor mutation, Parimarjan, e-mapping, jamabandi verification, record locking and unlocking, identification of govt land and supply of unscanned records.




Regarding Abhiyan Basera-2 , Singh directed officials to ensure that no eligible landless beneficiary is denied the opportunity to apply. Camps are being held at the panchayat level from Sept 22 to 25 and at circle offices from Sept 22 to 28. Beneficiaries can apply at their circle office or online, and they need not travel to Patna, he said.




He warned that misleading beneficiaries or providing incorrect information would invite action under the rules. The department is also conducting daily monitoring of the campaign at headquarters.
